An excellent distinction was made by James Urquhart between business model and operating model I would add a component to the description of an operating model. The operating model is not only one of deploying existing technologies in a new way - it's also establishing a framework for the routine consumption of shared services as sourced by others - a partnership model for utilities which needs to become embedded in the development mindset in order for "Cloud" to achieve its full potential. What these "as a service" utilities are will continue to evolve, but there needs to be an ongoing decision process of what should be "consumed" in addition to virtualized hardware, processing, or storage.
